Prehospital emergency care is where uncertainty meets urgency. Decisions are made under time pressure, with incomplete information and finite resources—shaping how risk and delay are distributed across patients and over time. The defence presents research on how EMS can function as a patient safety net through allocation and dispatch practices that make uncertainty explicit and interpretation transparent.
